Knox Graduate Named Head of National Academy of Public Administration

GALESBURG -- Philip M. Burgess, a 1961 Knox College graduate and business leader noted for being a "bridge-builder," has been named president of the National Academy of Public Administration.

According to a release from the Academy on Oct. 23, Burgess — whose career has encompassed positions in higher education, business, media and public policy — will head the organization "in an era of rapid growth and new demands for [government] assistance" in solving social and political problems.

"Philip Burgess is a distinguished academic, former business executive, media commentator, and public policy architect who shaped the Western Governors' Policy Office, Center for the New West, and other Western regional leadership organizations," said a news release from the Academy.

Burgess, a native of Lebanon, Indiana, received a Knox College Alumni Achievement Award in 1976.

The National Academy of Public Administration was founded in 1967 by Congress to provide advice on issues of governance and public management in the United States and internationally. Recent projects include assessments of the FBI reorganization and new federal strategies to prevent catastrophic forest fires.

"Governing institutions in the public and private sectors are being called to improve their performance and advance the public interest while tackling some of today's toughest problems," Burgess said in a statement released by the Academy on Thursday, Oct. 23.

Burgess, who has been an Academy Fellow since 1978, will take office as president on December 1. A Fulbright Scholar, he earned his bachelor's degree with honors at Knox in 1961 and his doctorate at The American University in 1965. He founded the Center for the New West, a nonprofit policy research organization based in Denver, and served as executive director of the Federation of Rocky Mountain States and on the Western Interstate Commission on Higher Education.

Burgess also has worked as senior vice president for communications and public relations at US West. He founded the Behavioral Sciences Laboratory at The Ohio State University and the doctoral program in public administration at the University of Colorado. Most recently he was a visiting professor of policy studies at UCLA's School of Public Policy and Social Research.

"Phil Burgess is a bridge-builder who can span partisan divides and bring together the public and private sectors and different levels of government to achieve common purposes," said Colorado Governor Bill Owens, in a news release from the Academy.

Founded in 1837, Knox is a national liberal arts college in Galesburg, Illinois, with students from 48 states and 40 nations. Knox's "Old Main" is a National Historic Landmark and the only building remaining from the 1858 Lincoln-Douglas debates.
